**Why courts, councils and parliaments need civic infrastructure,**

**and why Cisco partners are best placed to deliver it**

This week, Cisco’s global partner community is gathered at the Vancouver Convention Centre to hear where the next wave of growth and profitability will come from. The conversation will rightly center on AI-ready infrastructure, security and the Cisco 360 Partner Program. But one of the most durable, compliance-driven and under-served opportunities in the Cisco portfolio will barely be mentioned from the main stage: the institutions that run democracy itself.

Courts. City councils. Parliaments. Regulators. Correctional services. Every one of them is already a Cisco customer somewhere in its network, its rooms or its Webex licences. Very few of them are being sold a solution built for the way they actually work. That gap is the opportunity this article is about.

The Opportunity Hiding in Plain Sight

Institutional collaboration is not a niche. It is a vertical, and a large one. GovTech is projected to reach $1.4 trillion globally by 2034, up from $606 billion in 2024, according to the World Economic Forum. The Smart Courts segment alone is growing at more than 15% a year and is forecast to reach about $3 billion by 2030. Behind those figures sit recovery and modernisation programmes on every continent: NextGenerationEU and national recovery plans in Europe, federal and state modernisation budgets in the Americas, Vision 2030 agendas across the Gulf, and Smart Nation strategies throughout APAC.

What makes this vertical unusual is not its size. It is the nature of its demand. Public institutions do not buy collaboration because it is convenient. They buy it because the law, the courts and their citizens increasingly require them to operate in hybrid form, and to do so in a way that is transparent, accessible and legally defensible.

That is a demand profile every partner should want: budgeted, recurring, regulated, and very hard to displace once won.

Why Generic Collaboration Loses Public-Sector Deals

Most partners have seen it happen. A city or a court buys video conferencing, rolls it out, and within months the clerk’s office is running a patchwork of manual workarounds. Public comment queues are managed by hand. Quorum is tracked on paper. Recesses after a connection failure are called by instinct, not by rule. Interpretation is arranged ad hoc. Records are assembled after the fact.

The reason is architectural. General-purpose collaboration tools were designed for enterprise meetings and later adapted for civic use. Public institutions operate under obligations that have no corporate equivalent: open meeting laws, chain-of-custody requirements for evidence and proceedings, accessibility mandates, language equity rules, compliance archiving and role-based procedure that mirrors a courtroom or a council chamber.

An adapted tool can make these activities *possible*. A purpose-built platform makes them *enforced, documented and legally defensible*. For a partner, that difference shows up in three places: the size of the deal, the risk of the deployment, and whether the customer is still yours in three years.

What Cives Brings to a Cisco Partner

Cives is an AI-powered platform for institutional hybrid collaboration, built natively on Cisco Webex and available through the Cisco CCW Catalog. It was first developed with Cisco Webex during the pandemic and deployed by governments within months. Today, financial authorities, courts, municipal and metropolitan councils, prison and rehabilitation centres, EU regulatory bodies, tax and revenue agencies, insurance regulators and trade and industry authorities across four continents rely on Cives.

For partners, the portfolio maps cleanly onto distinct institutional buyers:

| Solution | Who buys it | What it delivers |
| --- | --- | --- |
| Courts for Webex | Courts, judiciary administrations | Hybrid hearings with chain-of-custody reporting, courtroom role hierarchy, WCAG 2.2 AA conformance |
| Legislate for Webex | Parliaments, Councils, Legislative Bodies | Voting, quorum tracking, debate management, simultaneous interpretation |
| GovConnect | Public agencies, municipalities | Secure video access from citizens to government services |
| Boardrooms for Webex | Boards, regulators, enterprises | Compliance-grade hybrid board meetings and annual general meetings |
| Virtual Visits | Correctional and rehabilitation services | Secure, dignified family contact for people in custody |
| VRConnect | Innovation-led institutions | Immersive VR collaboration environments |

Every solution runs on the Webex infrastructure and professional AV rooms partners already sell and support: room kits, camera systems, microphone arrays, displays. Joining is browser-based with a single click, which matters when participants include elderly citizens, people with disabilities or inmates. AI is embedded rather than bolted on: real-time transcription, diarization, summarisation that produces usable records of proceedings, sentiment analysis and compliance archiving.

Cives already works with global systems integrators, service providers and professional AV specialists, as well as regional partners across the Gulf, Southeast Asia, Europe and the Americas.

A Natural Fit for the Cisco 360 Era

The Cisco 360 Partner Program, launched in January 2026, was co-designed with partners and rewards portfolio breadth and depth of specialised expertise. Its logic is outcome selling across architectures, not single-product transactions.

Civic and justice collaboration is a textbook outcome sale. A court does not want cameras; it wants hearings that stand up on appeal. A city does not want licences; it wants council meetings that comply with open meeting law and include every resident. A ministry does not want a platform; it wants data that never leaves national jurisdiction.

Each of those outcomes pulls through multiple Cisco architectures at once: collaboration, room systems, networking and security. Cives provides the institutional layer that turns those components into a solution a public-sector buyer recognises as built for them. That is precisely the kind of cross-architecture, specialised engagement the new program is designed to reward.

Regulation Is Creating the Demand

The strongest sales motion in the public sector is a deadline. Several are now shaping budgets.

In California, SB 707 brought the most significant overhaul of the Ralph M. Brown Act in more than seven decades, with key provisions in force since July 1, 2026. It raises the bar on remote public participation, interpretation and procedural safeguards for local agencies. Many of those agencies are still running meetings on tools that were never designed to enforce those rules, and they will need a compliant answer.

In the United States more broadly, the Department of Justice’s ADA Title II requirements bring WCAG 2.1 AA accessibility obligations to state and local government digital services, with compliance deadlines in 2027 and 2028. Courts are among the most exposed institutions, because exclusion from a hearing is exclusion from justice. Cives’ Courts solution is designed and maintained to WCAG 2.2 Level AA, a higher standard than the rule requires.

For partners, these deadlines change the conversation. The question is no longer whether an institution will modernise its meetings and hearings. It is which partner will be in the room when it does.

The Sovereign Advantage for Telcos and Integrators

The second force reshaping public-sector procurement is digital sovereignty. Governments increasingly require that institutional data, from court recordings to legislative deliberations, stays within national jurisdiction and under national control.

Cives can be deployed on-premise, in the cloud, in a hybrid configuration or as a partner-hosted managed service. That gives telcos and systems integrators something generic over-the-top providers cannot offer: a national, partner-operated civic collaboration service with local data residency, end-to-end encryption, single sign-on, enhanced role-based access control and chain-of-custody audit trails.

For a service provider, this is a recurring managed service with a long contract life. For an integrator, it is a differentiated public-sector practice built on the Cisco stack they already know. In both cases the partner owns the customer relationship.

Built for Citizens, Sold by Partners

The name Cives comes from the Latin plural of *civis*: citizen. In the Roman Republic, the civis was not a user or a participant. It was a rights-bearing member of the community, entitled to be heard on equal terms. That idea is built into every Cives product, from a hearing a deaf witness can follow to a council meeting a rural resident can join from home.

Cisco has always been a channel-led company, and the institutions that run democracy are best reached the same way: through the trusted partners who already design their networks, equip their rooms and secure their data.

As partners leave Vancouver with new priorities for 2027, here is one worth adding to the list. The public sector is not waiting for generic tools to catch up. It needs purpose-built civic infrastructure, and it needs partners ready to deliver it.

**Generic tools adapt. Cives enforces.**
